In its Communication C(2026)3225 final of 26 February 2026, the Commission considers that action to implement the objective of the European Citizens’ Initiative ‘My Voice, My Choice: for safe and accessible abortion’ is possible using national or regional programmes co-financed by the European Social Fund Plus (ESF+).
In light of said communication, can the Commission answer the following:
- 1.How does it explain using the ESF+ to perform abortions when ESF+ is intended under Article 162 of the Treaty on the Functioning of the European Union ‘to improve employment opportunities for workers in the internal market and to contribute thereby to raising the standard of living’?
- 2.How does it explain using the ESF+ under shared management to perform abortions when abortion is not among the actions set ou t under Article 7 of Regulation (EU) 2021/1057 of the European Parliament and of the Council of 24 June 2021 and the healthcare referred to in Article 4 is limited solely to social inclusion?
- 3.How does it explain its statement that some Member States may need to modify their ESF+ programmes following the communication when the communication has no binding legal effect?
